EBT System Accelerates WIC Benefits For Beneficiaries In Real-Time

THE CLIENT

Our client is the State Department of Health for the WIC (Women, Infants, and Children) program. WIC is a nutrition program that provides free health and nutrition-related services to over 100,000 participants in the State. The program operates 130 clinics throughout the Commonwealth and is staffed by more than 500 employees across 35 regionally located sites.

HTC has been working with the State WIC program for more than a decade and was approached by the State Health Department to develop an Electronic Benefits Transfer (EBT) system that is technologically advanced and real-time.

Move Over Paper Checks, Welcome EBT System

In 2010 the federal government enacted a requirement that all WIC programs move from paper-check-based benefits to EBT by 2020. Further, they mandated every state to either procure a new software system or upgrade their current management information system. EBT allows the State to control and track benefits, from issuance to redemption, more efficiently. The recipients can redeem using the EBT card from approved retail stores.
