Senior Product Manager (Medicaid Eligibility & Enrollment)

Overview / Summary
Seeking a Project Manager to serve as a Senior Product Manager on a Medicaid eligibility outcomes pilot team. This cross-functional, outcome-focused team is responsible for improving Medicaid eligibility, enrollment, and renewal outcomes. The role provides strategic leadership, owns product vision and KPIs, and collaborates with stakeholders across policy, operations, and technology to deliver measurable improvements aligned with program goals and compliance requirements.

Key Responsibilities

  • Serve as Senior Product Manager, providing strategic leadership and cross-functional direction across policy, operations, eligibility, and IT functions
  • Define and manage product vision aligned with Medicaid program goals, compliance constraints, and outcome targets
  • Establish, track, and report on KPIs related to beneficiary and worker outcomes
  • Drive prioritization using user research, performance data, policy constraints, and engineering feasibility
  • Facilitate stakeholder engagement and present recommendations to senior leadership to secure alignment
  • Collaborate with state staff to analyze and improve Medicaid eligibility, enrollment, and renewal processes
  • Translate user needs and policy requirements into product roadmaps, backlogs, and acceptance criteria
  • Partner with cross-functional teams to deliver features from concept through launch and post-launch measurement
  • Convert research insights into prototypes, service design improvements, and technical solutions
  • Ensure all product changes meet federal and state compliance requirements

Required Qualifications

  • Minimum 7 years of experience as a Product Manager, including 3 years in complex, regulated, or large-scale environments (e.g., government, healthcare, financial services)
  • Minimum 2 years in a product lead capacity overseeing cross-functional delivery and owning product vision, roadmap, and prioritization
  • Experience delivering a digital feature or product end-to-end with measurable outcomes
  • Ability to navigate legal, regulatory, policy, operational, and technical constraints across multiple stakeholders
  • Experience defining product vision, success criteria, and managing roadmaps, backlogs, and prioritization frameworks
  • Proven use of qualitative research and quantitative data to drive product decisions
  • Experience delivering products using iterative, incremental approaches
  • Strong skills in workflow mapping, prioritization, and translating business needs into requirements and user stories
  • Strong written and verbal communication skills across executive, technical, and operational audiences
  • Demonstrated ability to collaborate with engineering, design, business analysts, policy, and program teams
