Lee Carter serves as Senior Vice President and leads HTC’s Public Sector Business Unit. With over 25 years of experience in strategic sales, Lee specializes in delivering tailored technology solutions that address complex business challenges. His expertise spans legacy modernization, data engineering, and bespoke application development across sectors, including the public sector, telecom, media, technology, and retail.

After a three-year tenure in management consulting, during which he advised globally recognized brands, Lee rejoined HTC, bringing a wealth of knowledge and a renewed perspective. Previously, he managed the western U.S. sales organization for Ciber Global, following HTC’s acquisition of select Ciber assets in 2017.

Throughout his career, Lee has collaborated with C-suite executives and end users to drive impactful digital transformations. His initiatives have encompassed deploying analytics ecosystems for insight-driven decision-making, enhancing customer experiences, and modernizing mission-critical legacy platforms, consistently delivering lasting value to clients and their constituents.
